Plagiarism at arXiv
August 22nd, 2007 by WaltA reader tipped me off to this article in Ars Technica about an egregious case of plagiarism uncovered at arXiv. At least two people, grad students at Middle East Technical University (METU), created papers in physics by splicing together existing papers. The plagiarism was uncovered by the faculty at METU.

I regularly receive applications for PhD admission from students in China and the Middle East who plagiarize their admission essay. This essay is a statement of what topics or questions they are interested in doing research in, and why they wish to do it here. I can usually spot these cases because the level of English expression is much better than is typical for second-language speakers of English.
In one case, the applicant had copied entirely the abstract of a PhD already granted by UCSD, without even changing past tense to future (ie, he had “I have solved …”, rather than “I wish to solve …”). I guess he thought this would prove the proposed research was feasible, the fact that it had already been done. Or maybe he intended to later plagiarize the thesis as well as the abstract!

If we blamed only students or only Physics department in METU we would make possibly big mistakes. Many stories are being told for other departments. For example Department of Mathematics. Some academic presented the works of his ms student in a symposium. Then he made a paper out of it. She couldn’t say any thing.Another rewrote a paper of a well known Number Theorist. She had it printed in DOGA and became professor.

The article below is prepared for arXiv in order to explain all the process and give a reply.I cannot attech the required documents here, but if one wants them i can send him/her(iacikgoz@dicle.edu.tr).
“The gravest and very unacceptable blame in academic life is plagiarism. There is no doubt about this issue. But considering the situation in which we and our names are involved by the uncontrolled national and international speculations, it has to be underlined that unproved statements, unspecified blames and personally accusing attacks produce themselves a lot of huge damages, which can be more unacceptable than scientific plagiarism. This blame is relatively easy to resolve and to research by proper institutions and scientific rules, so it can be –particularly for the men- guaranteed an equalized personal status at last, -but after being absolutely accused and have been found guilty by the people and officials, the men has no rights or opportunities to defend themselves. Please, consider it sincerely and without any preoccupations: the whole world is definitely convinced (if one reads the papers and listens the statements in the television) in our guiltiness, and there is for the public no more doubt about that we are all “thieves”, further we are called the “shame of the scientific world”, but already there is no exact scientific result and conclusion about the content of the accuse at all. Not one official scientific group ore council has entirely researched our workings (not to forget the editors and the positive judges in the scientific papers, in which these researches have been published before!!); and no one seems to be interested in the truth and reality of all these blaming and attacks. Why should one? Finely it’s easier to speak in front of the cameras than to control and search for the truth. We think, that also the very clear and true statements of all the Scientist and colleagues, the owner of these researches, which are pointed out as the origins of our so called plagiarism won’t effect on the opinion of the public. In this case: what should one do? What can one do? What would you do, if you would be able to think twice, before you had decided to mention our so called plagiarism? And the essentially question is: What has to be done, if in the soon future a strictly scientific council find out, that all the blaming has no base, no proofs, no reasons at all? This is a question that one should ask himself, but not we. Beneath these general aspects, there are following technical and specific issues, considering the case: After a critical personally judgment, which aims to ruin some young successful Scientists at the METU (Middle East Technical University in Ankara, Turkey), and after some obscure attempts by a very known group/clan in the named University to effect the young physicists in their own direction, but without any success, so that finally the same group has “served” all the matter to the media in a suspicious way; filled it out with manipulation demagogies and untrue ingredients, mixed and colored with half political ideas and supposing. In short: These “scientists” have alleged us due to an academic jealousy between physicists in Turkey. Particularly, these full and long speaking, but only lying “scientists” tried to take under pressure the two PhD students, namely Mustafa Saltı and Oktay Aydogdu at their department. In the years these students collaboration with physicists in other universities has brought out many good works and essential publications worldwide; just this fact alone is the true reason, why they are accused by the undeterminable jalousie of the “clan” in the department in METU (this fact of personally rivaling is almost proved by the last developments and particularly by the daily statements of Ayşe Karasu & Co.). As another (further going) aspect of these obscure engagements and “managements” we will point out following circumstances:
The companies including yours have declared and announce officially that we hade plagiarized from other publications; but before this announcement there was no one attempt to establish a scientific committee (there is -yet!- no named such committee which is officially engaged to research all facts, there are only persons who speaks a lot in their self-made judgment) for checking out these “suspicions”. Also we were not asked about the situation that is still under prosecution, and the several requiring processes (in Turkey) are not completed yet. The very soon future will detect all obscure and clear facts too, which are now already in the underground. The PhD students mentioned above have been punished by a few physicists in METU and expelled from the university for two terms, and the only basic of proof is the not-objective decision made by few pre-judging physicists. We do know, how the relations between this group at METU and the national media are built up; but we do not know, how this same group effect your opinion so definitely, that at last you have decided to:
1. react in such a spontaneity by withdrawing our publications from the web page of arXiv, without informing us;
2. declare our names as people, who are definitely guilty in plagiarism;
3. make a declaration and propagandist speech – interview in a well known paper (Nature) in a way, that we as scientist can not agree;
4. emphasize in a second statement that the scientists at the METU are “the true heroes”, so that the public must think, there are no doubts about our guiltiness, in spite of the fact, that at the same day (12.09.2007) two of the accused publications are taking again on the page of arXiv. All these things are very very obscure for us. In this way, we have many open questions, like:
1. Has there been a serious investigation by your company about (when? Realized by whom? Specific facts, points, etc?)
2. Have you (personally) detect plagiarism in our publications withdrawn? 3. How much similarities detected, and what kind of specific issues, circles, points are there?
4. Are these points, expressions and technical issues accepted as plagiarism?
5. Have you investigated the publications of the physicists in METU, who have by pre-judging put blame on us? (By the way: We claim that they have done the same thing, but much more than us, and more exactly than us. Some examples are attached to this mail.)
6. Are you ready to face law in courts due to declaring our names which will cause (has already caused and causes every new day more and more) harms to our academic and personal lives? We truly wished that you had investigated the entire situation in exact details before arriving these supposing conclusions. We wished that you had established a scientific committee before making a decision, or that asked us to give us the chance and opportunity to defend ourselves. Who is going to give an account of these accusations and harms?
You should know that after these accusations we have contacted the authors of those papers which is said to be plagiarized from. They declared that there is no such plagiarism and interestingly they have already cited our those publications. These are also attached to this mail. We know the truth and facts. We have no doubt about that, what will happen in the soon future. And for this, we now expect that you will correct your decision and make a proper declaration in your web site, and give also a correcting und satisfying statement to the media. We are ready to corporate with all scientific committee or council to clearly find out, what is the real matter of these ridiculous “rumors” and presumptions. It is in our (further legal and juridical) interests, that a proper judgment gives the final, definitely decision. Otherwise we will seek immediately our rights in all legal procedures.
